The surface of the page is also called the page background. When you start a blank project, it has a single, blank page, and the background is the default background color for windows applications. By default the UseCustomSettings value is false. Click the dropdown and select true so we can customize the page's background settings.

To set the background color to Pale Blue, click on the BackgroundColor setting in the properties pane, and then click the select button to bring up a color chooser.
