Rating Queries with User Location and Explicit Location

The user location may play a large role in assigning utility ratings when:

• The user location changes our understanding of the query or user intent.

• The query is a local intent query, i.e., the user is looking for local information or results nearby. For many queries, the user location is not very important when assigning utility ratings. The explicit location always plays a large role in understanding the query and assigning utility ratings.
