The /etc/sysconfig/system-config-users file is the configuration file for the graphical application, User Manager. This file is used to filter out system users such as root, daemon, or lp. This file is edited by the Preferences > Filter system users and groups pull-down menu in the User Manager application and should never be edited by hand.
